Concern

Children are wonderful and innocent. They make the world a beautiful place. However, in many parts of the world, majority of children are not protected and nurtured due to various reasons. Despite international commitments and efforts, children continue to suffer violence, abuse and exploitation. With the escalating numbers of child abuse cases reported, it is felt that as a nation, our attention towards children has been neglected as well.

Hope

In Sri Lanka, the poor status of child safety has become a national malady. Interestingly, the true nature and extent of child abuse is never truly reported even in the more affluent countries. Ceylon was one of the pioneers in the world for enacting Children and Young Persons' ordinance in 1938 even before we received Independence. This law still governs the Child Protection regime in Sri Lanka.

The establishment of the Child Protection Society in 1928 under the Patronage of the then British Governor has an important Landmark. By and large, it was individual benefactors who have managed these charitable child care homes and provided the necessary love, care and protection. Seducing or raping underage persons leave psychological scars on children which will retard their growth and full potential. Even the British colonials realized this serious malady as far back as 1928 and established the child protection society which was the first of its kind in Asia.

The mental and moral health of our future generations has to be safeguarded. Giving protection to and looking after the orphaned, abandoned, destitute and those subjected to cruelty and are faced with various disasters and subjected to abuse is the need of the hour. Child Protection Laws, which remained dormant for few years are now been activated by a dynamic NCPA.

Our Role

    Maithree Children Development Centre takes care of over 20 female children who have been removed from their families due to harassment, abuse or abandonment.
    We have a staff of 05 persons to care for these precious little children. Maithree is registered with the All Ceylon Buddhist Congress the Child Care and Probation Department.
    Our centre had been established in 1959 under the Ceylon Buddhist Congress and housed 25 children. It received donations from many generous donors but as it came under renovations in February 2008, it had to be closed-down temporarily.
    In October 2008, a new Board of Management / Trustees was appointed to continue renovation and development of the center. It was reopened on June 08, 2009.

MCDC HISTORY IN BREIF

Based on the oldest records available the premises had initially operated as a Crèche in the year 1956 and had been privately managed to support the working mothers of the area. It had been first registered under All Ceylon Buddhist Congress (ACBC) as its seventh Child Development Centre on 15th July, 1959 under the name of Maithree Child Development Centre (MCDC). The very first Honorary Secretaries who served the Board of Management of MCDC had been Mrs Bernice Rupasinghe and Mrs Malika Fernando and housed 18 Girls.

In the Year 1987 MCDC had been declared as a Girl Child Development Centre only for full time Residential Inmates. These Girls are recommended and directed to the Centre by the Magistrate Courts when it is proved in Court that these girls are unsafe and not suitable to live in a home environment with lacking of Parents or Guardians care. Some of these Girls undertaken for rehabilitation by MCDC could be children who have been removed from their families due to harassment, abuse, abandonment, parent divorce or separation.

MCDC was temporarily closed down on two occasions in the past due to operational issues in the years 1967 & 2007. In February, 2008 for complete renovations of MCDC, the Children were re-located at Wijewardena Balika Children’s Home in Panadura.
